Belgium also supported India’s candidature for permanent membership of a reformed United Nations Security Council. Economic — Trade, investment and value-chain diversification The target of doubling bilateral trade in five years is significant because the partnership is moving beyond diamonds towards pharmaceuticals, chemicals, advanced materials, defence, clean technology, ports and digital innovation. The Investment Fast-Track Mechanism is intended to help firms resolve regulatory bottlenecks and facilitate investment in both directions. Cooperation between Belgium’s Federal Holding and Investment Company and India’s National Investment and Infrastructure Fund may create a longer-term investment corridor. Science & Tech — Semiconductor partnership: research plus scale Semiconductors are the basic electronic components used in phones, vehicles, defence systems and industrial equipment. Belgium’s imec is a major research institution in microelectronics, while India has a large pool of engineers, start-ups, universities and a growing manufacturing ecosystem. Connecting imec with Indian companies, the ChipIn Centre, C-DAC and universities could support research, testing, design skills and advanced process knowledge. The partnership will not automatically create a complete chip industry: success requires reliable power and water, expensive fabrication facilities, intellectual-property safeguards, skilled technicians and long-term capital. → India’s scale can become productive only when linked with advanced research, skills and dependable infrastructure. Green hydrogen can help decarbonise industries that are difficult to electrify, while storage helps balance variable solar and wind generation. Critical-mineral processing and recycling are equally important because clean technologies require minerals whose supply chains are concentrated and vulnerable to disruption. Environmental gains will depend on lifecycle assessments, responsible mining, water management, recycling standards and affordable finance rather than on announcements alone. → Clean-energy security requires both low-carbon power and secure, circular mineral supply chains. Political — Strategic autonomy through trusted partnerships The defence agreement reflects a nuanced meaning of strategic autonomy.
