HOW WE GOT HERE India’s defence procurement policy has increasingly shifted from emergency buying abroad towards domestic design, production and long-term capability building. This approach gained institutional momentum after the Ministry of Defence began reserving a substantial share of modernisation funds for domestic procurement from Financial Year 2020-21. In Financial Year 2025-26, ₹1,11,544.83 crore, or 75% of the modernisation budget, was earmarked for domestic sources. It may also reduce import payments and improve maintenance support because equipment is produced closer to the user. However, domestic sourcing is not automatically the same as indigenous technology: locally assembled equipment may still depend on imported engines, sensors or materials. The economic test is therefore value addition, technology absorption, export potential and timely delivery, not merely the location of the final factory. Yet complete self-sufficiency is neither immediate nor economical in every technology. India must combine domestic production with carefully managed international partnerships, technology transfer, diversified suppliers and stockpiles of critical components. Parliament, audit institutions, transparent competition, realistic user trials and contract monitoring remain essential. Indian sourcing should remain the default where capability and value are credible, while procurement must retain competition, independent testing, lifecycle-cost analysis and limited foreign collaboration for technologies that India cannot yet produce reliably.
